Abstract


Stability of peasants’ income growth for the construction of a harmonious society as well as the promotion of sustainable economic and social development is of great significance. Research shows that after the founding of new China, particularly since reform and opening up, the absolute number of peasants’ income is continuously increasing, but the rate of peasants’ income growth fluctuates with distinct regional differences whose coefficient of variation hasn’t lowered yet. More importantly, the income gap between urban and rural areas is expanding in the fluctuation.This paper, from the perspective of revenue sources, put forward a framework for analysis of factors affecting the growth of peasants’ income. Empirical research results indicates that: household operational income current remains in first large sources of peasants income in China, which is restricted by small agricultural operating scale, lagging industrial restructuring, low organization degree and slow technology progress; while wage income is the second large sources whose proportion is constantly growing, and restricted by insufficient rural labor "demand drive" due to low urbanization, high labor transfer cost due to across regional emigration and household registration system, and Rural workers personnel height gathered manufacturing and construction, and insufficient career select and market negotiations ability due to lower farmer workers quality; as supplementary forms of family operating income and wage income, property income and transfer income although do not dominate in farmers income sources, their development situation and importance cannot be ignored, and that current restricting property income is insufficient farmers "suplus" income, and lack of effective land value-added proceeds share right. Factors that affect farmers’ transfer income is mainly in the areas of production whether the Government can adhere to and sustained implementation of agricultural support policies, in areas of livelihood whether the Government can follow the residents share the idea of growth significantly increase the supply of rural social security.In accordance with the PSE Measure on the effectiveness of current agricultural policy, it found that agricultural policy stimulates farmers’income growth is emerging and enhanced, but comparing with the United States, the European Union, Japan and Korea economy, its contribution to peasants’ income is still low. Based on the steady and rapid growth in farmers’ incomes and substantially narrowing of income gap between urban and rural areas, the paper put forward to12kinds of mechanism systems promoting a steady increase peasants’ income growth. For family operating income and main restricting factors, government should perfect agricultural scale operating mechanism, agricultural yield-increase mechanism, agricultural structure adjustment mechanism and farmers organization development mechanism; for wage income and main restricting factors, government should perfect labor demand-expand mechanism, circulation cost-cut mechanism, human capital upgrade mechanism and industry barriers relax mechanism; for property income main restricting factors, government should perfect land proceeds share mechanism and agricultural remaining expanded mechanism; while for transfer income major constraints, government should improve the infrastructure provision mechanism and social security mechanism. Finally, in order to put the persistent effect mechanism on the long run, the paper proposed that government should, from within the mining potential, increase the intensity of external support, improve institutional and system three dimensions of proposed policy system of supporting persistent effect mechanism of stable growth in peasants incomes.
