Nowadays, the structural contractions of agriculture production in our country have become increasingly prominent. On the one hand, there are not abundant agricultural products and the high-quality ones are relatively short, which can’t meet the market demands for agricultural products of high-quality and diversity; On the other hand, some products of low-quality are not sold well, resulting in difficulty of selling agricultural products and decline of agricultural comparative interest, and affecting the increase of farmers’incomes. Therefore, structural adjustment in agriculture has to be made, bring its comparative advantages into play and constructing regional specialized agriculture. Developing specialized agriculture is an effective accomplished form of consolidating the foundation of agriculture. Under the promise of ensuring supplies of traditional crops, developing specialized agriculture is the most effective form of consolidating of the foundation of agriculture, an effective way of promoting farmers’sustained and rapid increase. Developing economy of specialized agriculture greatly can increase efficiency output of per unit area of land and promote the sustained and rapid increase of farmers’incomes. In this paper, the specialized agriculture of Jinxiang garlic were taken for example, and its problems of development and measures concerned were discussed. The industry of JinXiang garlic has accumulated rich experience through its development during the past over20years, and it is a success of theory application of developing specialized agriculture, which has great significance in increasing the incomes of local farmers, promoting the employment of farmers, fostering and growing a group of leading agricultural enterprises and famous brands, changing the business model of traditional agricultural industry, promoting the structural adjustment of agriculture, developing a modern high ecological agriculture of marketization, scale, intensive, and socialization, giving impetus to development of regional economy and specialized industry, constructing a new country of socialism.According to the problems and difficulties, such as disorder competition which the business, scarcity of extensive processing enterprises, no largeness of products certification and increases of export trade barriers, corresponding solutions were put forward. Based on industrial economics,regional economic development theory, macroeconomics, microeconomics, statistics, market economy theory and the theory of foreign trade development, according to a series of statistics, indicators, pictures and models, this paper mainly evaluates the present situations characteristics, advantages, existing problems and future development of Jinxiang garlic industry.The paper consists of four parts. Firstly, it introduces the related concepts, essential characteristics, main models and basic principles of developing specialized agriculture. Secondly, it presents and evaluates the current development situations and characteristics of Jinxiang garlic industry through interviews, investigations and related data collections in four aspects including the standardized production, industrial management patterns, the market operation and export trade of Jinxiang garlic. It is noticeable that this paper takes a leading enterprise as an example in analyzing the industrial patterns of Jinxiang garlic industry. Thirdly, this paper points out the existing problems in garlic industry, which mainly lie in the internal factors, e.g. the weakness of the enterprise and the lack of innovation consciousness, and partly in the external harriers,the lack of support from governments, information asymmetry and the incompleteness of social service systems. Therefore, in order to improve the status of Jinxiang garlic industry in the domestic and international market, we must, on the second, adopt diversified product structures, enhance the strength of development and promote new organizational models. On the other hand, we must optimize the market, strengthen the cooperation among departments and build up talent reserve. Lastly, the paper comes to conclusion that it is a complicated and systematic process to farther promote Jinxiang garlic industry which involves its into playing the subjective initiatives of the industrialized enterprises,especially the role of leading enterprises, and breaking down the bottleneck barriers for the development of economy and society, with the help of the governmental sections creating a good market environment.
