Abstract


With the rapid development of social economy in China, fossil energy is in astate of emergency in all fields. Therefore, it has important strategic significance todevelop new energy for the p rotection of the environment, Wind power industry hasbecome a long-term goal of our national electric power development.Since2003, the private capital has been encouraged to invest into the windpower industry by the national industrial policy. National energy bureau statistics datashows that by the end of2010, the installed capacity by the private investment in newenergy and renewable energy power generation project exceeded more than49million kilowatts, approximately composing the new energy and renewable energy18%of the total installed capacity. It is estimated that in the new energy andrenewable energy field of private investment, the wind power project is about64billion Yuan, accounting for7.93%.During the process of promoting the development of wind power, the enterpriseinternal control, especially the lack of financial internal control has seriouslyrestricted the development of the private enterprise. Under the situation of theinferiority to the state-owned enterprises in some aspects such as capital, managementand talents,problems mentioned below must be deeply thinking and prior solved.-----How to exploit the advantage of private enterprises to the full, to build the internalcontrol system in order to give full play to the role of financial internal control; Howto seize the opportunity in the course of investment, scientific demonstration, takingevaluation and decision control, and operating control risk, especially financialinternal control risk. The solutions of these problems are the positive guarantee in thefierce competition that the private investment achieves the goal in the field of windpower to the long-term and sustainable development.Based on the present characteristics of prpject development,construction and operation of the business activities of private wind power enteprise,compared to windpower enterprise of each section of universal rule,the thesis focuses on analyzing thecurrent situation of financial intemal control in wind powerdevelopment,construction,operation in the CR wind power company,finding outproblems.In the meanwhile,connecting with the reality,the thesis puts forward its ownviews and opinions from several aspects,such as,how to establish corporategovemance structure,how to solve the current corporation with the universality ofcontradiction,how to change of the thought of the corporation management,and cometo the condusion.Intemal financial control is an important part of govemancemechanism,the establishment of intemal finandal control systemcoordination.Perfecting examination supervision and rewards and punishmentsmeasures of finandal intemal control system is the high efficiency running ofsecurity.The construction of finandal intemal control system effectively promotes thechange from family govemance mode to company management.The role of enterpriseculture cannot be ignored during the process of enterprise finance intemal controlimplementation.It is stil to put into discussion in three management that to establish financialintemal control system according to the business activities,stiving to clear.This is theinnovation of this thesis.This thesis is an effective reference to establish the financial intemal controladapte to this enterprise,to enhance the risk resistance capacity for wind powerenterprise,and to reduce the production cost.It has a guiding significance of theprivate enterprise to establish the financial internal control system in transformingfamily governance mode to corporate governance mode.It will be a certain instructivesignificance to improve CR Wind Power Company’s,financial internal control level ofmanagement,operation ability,and increase the profession competitive power andsustainable development.
