Abstract


It is a widespread method to develop the agriculture with the support and protection of governments, especially the fiscal expenditure for supporting agriculture around the world. It has important theoretical and practical significance to improve the benefit of fiscal expenditure of local government, especially the governments at county level for supporting agriculture, to implement fiscal expenditure spending at the county level where the farmers need, promote the increase in farmers’ income and the development of agriculture, maintain, to implement the rural development strategy of the Central Committee of the CPC , construct the new countryside, and promote the continuous and steady development of social economy.Based on the rural public goods theory and the rural public fiscal theory and related theory as a foundation, examine and analyze the absolute scale, relative scale, supporting strength and the status quo of the fiscal expenditure for supporting agriculture, and the effect of fiscal expenditure for the output efficiency and elasticity. research shows that the net total expenditures incurred, fiscal expenditure for its growth rate increase ;the net fiscal expenditure for total expenditures incurred, the proportion of the total fiscal expenditure, fiscal expenditure for expenses of the agriculture in GDP in general are presenting rise the situation; Fiscal expenditure spending strength increased year by year; the fiscal expenditure for agriculture GDP promote, functions are not apparent, presents certain hysteresis, and the trend of the income of urban and rural residents also enlarged in the absolute gap; the output efficiency of fiscal expenditure for supporting agriculture declines; the benefit of fiscal expenditure for supporting agriculture, was not high low overall stability and has been declining trend.Meanwhile, through the relevant interview and investigation of government departments concerned in Lin’an , this paper discusses the problems in the process of total fiscal expenditure for insufficient and dispersed expenditure, funds use of fiscal expenditure project is not standard, the capital regulatory functions does not reach the designated position, fiscal support for projects such as unreasonable allocation of funds. Finally, Based on the theoretical and statistical studies, Suggestions and proposal has offered has transforming the form of fiscal expenditure for supporting agriculture, guiding the social idle capital and investment in agriculture, emphasizing agricultural infrastructure of water conservancy project construction, especially clearing the management responsibility of fiscal department with the department of agriculture, implementing the policy of fiscal payment centralized and etc.
