Abstract


In this paper, industrial development policy and government intervention are the main theoretical basis. On the basis of study of domestic and foreign shipping industrial development policy, the paper summed up the experience of the foreign governments and domestic governments’policy of developing the shipbuilding industry, used SWOT analysis to identify the problems and causes of the shipping industry policy in Jiangmen City. In recent years, Jiangmen City’s shipping industry has achieved rapid development. Jiangmen City has become the second major ship base in Guangdong Province. However, since the development of Jiangmen’s shipbuilding industry missed the best time, and compared to other domestic shipbuilding industrial base, Jiangmen’s shipping industry is still very poor.This paper studies the effectiveness of local government’s Shipping industrial policy, exploring ways to improve the idea of local government industrial policy, and try to use industrial policy to promote the development of Jiangmen’s shipping industry.This paper said that the problems in the local government development policy of shipping industry in Jiangmen City are: Emphasis on the development of ship industry and industrial development policy support is not enough, the ship industry development policy approach is not scientific, the lack of supporting policy implementation process support, means of implementation is too simple.At last, the paper presents ideas and suggestions to improve Jiangmen’s shipping industrial policy’s effect, and specified the basic principle of the Jiangmen’s shipbuilding industry.
