Abstract


With the economic development, employment issues become increasingly prominent. Innovation and entrepreneurship is becoming the engine of the economic development. Accompanied by the promotion of reform and opening up, China’s level of entrepreneurship is also improved. But compared with the mature market economies, rent-seeking, corruption and other non-productive entrepreneurship in China is relatively common, which damages to the healthy development of economy. Innovation degree of productive entrepreneurial activity is not high, resulting in a limited contribution to economic growth. It’s significant to explore how to boost the development of entrepreneurship in China, in the perspective of institutional transformation.Referring to Baumol’s analysis, the paper classifies productive, unproductive and destructive entrepreneurial opportunities, in which the former can be further divided to arbitrage and innovative entrepreneurial opportunities. At the beginning, it constructs a general research framework of institution affecting entrepreneurial opportunities, which by the clues of "opportunity creation-discovery-exploitation-performance-feedback" dynamic process. And then combining with the background of institutional transformation in our country, the thesis analyzes the influence mechanism of institution reform on entrepreneurial opportunities from three aspects——government intervention, market development, legal system, and proposes three theoretical hypothesis. Next, by the data of China’s31provinces during1998-2009, it tests these theory hypotheses empirically, which finds that there are both similar and different effects of institutional transformation on various types of entrepreneurial opportunities. Specifically:for destructive entrepreneurship, only the legal system does have significantly inhibitional effect; as to productive entrepreneurship, including factor market development and legal system perfection improve the arbitrage opportunity and innovative opportunity effectually, but less government intervention just encourages innovative opportunity notably. Finally, the paper points out that at present stage we should make great efforts to curb destructive entrepreneurship, develop arbitrage entrepreneurship appropriately and guide the innovative entrepreneurship development. To this end, the institutional innovation should be basis on different entrepreneurial opportunities.
