Abstract


Public hospital is known as the principal part of the national institution of public health and medical, which is hold responsible for the social basic medical security and public health service, and insisting on the public welfare must be followed in the public hospital. In addition to the daily medical activities, actively engaged in various social enterprises for public welfare can not only reflect the properties of public hospital, further also construct the harmonious doctor-patient relationship includes solving affordability and accessibility to medical care service. However, recent the welfare of public hospital is obviously diluted, and his business activity is on the way for making profit. It is pretty serious problems for generally dissatisfaction with people, affordability and accessibility to medical care service in the mind of community, which provoke the increasing tense in the doctor-patient relationship. At present,“Public hospital return to public welfare”becomes one of the popular policy propositions in deepening innovations of medical health system in China. Therefore, based on consulting a large number of newspapers and materials, references with relevant domestic and foreign literatures and a series of medical innovation policy issued by government, through instances and accurate data and using the comparison in positive and negative aspects, we focused on public hospital return to welfare from report to the Seventeenth Congress of the CPC, a series of recent medical innovation policy and the requests of people, analyzed the some questions which include welfare of the public hospital, how to consider the welfare of public hospital, why emphasis on welfare of the medical and health profession, the significances of returning to welfare and how to reflect the welfare of public hospital. we also expounded some aspects of the guiding ideology, policy orientation, competition way, monitoring mechanism, financial investment, medical security system, the medical service price, medical treatment allocation of resources, and the hospital itself management, etc., to solve present problems in welfare of the public hospital and hospital dilemma. Furthermore, we brought forward the constructive suggestions to resolve the practical problems of affordability and accessibility to medical care service, in which the key points includes to give full play to the government function, to strengthen the government’s responsibility and investment, and to guide internal rectification in public hospital. We also discussed in this paper the measures and suggestions of government, and design the glorious prospects of the public welfare return to public hospitals through summarizing the achievement of new-medical innovation in the pilot hospital.
