Abstract


Since the introduction of the reform and open-up policy, China’s economy has experienced aleapfrog development and we have made considerable progress in every trade. However, thehousing problem has still been plaguing the low-income earners. This gives rise to the affordablehousing policy, which has caught the attention of all circles of the society. Affordable housingpolicy is now developing stably, which promotes the reform and improvement of China’s housingsystem and solves the low-income earners’ housing problem effectively. Meanwhile, theimplementation of affordable housing policy has greatly promoted the development of our economy,and has contributed to construct a harmonious society.Based on the study on the current development situation of international affordable housing andits related research results, the author investigates and analyzes the current development situation ofthe affordable housing in Linfen. The author finds that affordable housing policy is unable to playits role in the regulation of housing supply. Most low-income class are still facing housingdifficulties. After a systematic research and analysis, the author finds that the effectiveness ofaffordable housing policy is restricted mainly by the problems lie in its development, such as loweconomic utility, the imbalance between supply and demand, the imperfect supervision andmanagement, and so on. The author will study into each of these problems. Finally, the author putsforward his suggestions in the affordable housing construction and provides an ideal model in thedevelopment of affordable housing in Linfen. The unsold houses will be considered as the mainsource of affordable housing. The government can grant subsidies to solve these problems. Theauthor also gives five suggestions including improving related laws and regulations about theaffordable housing, ensuring the right buyer against injustice, supervising government behavior,maintaining prices of affordable housing and improving the housing system.The author hopes that the study and analysis on the affordable housing in Linfen can have apositive effect on the development of it both theoretically and practically.
