As one of the globally important energy resources, coal further determines its dominant position in supply-demand structure of energy according to Chinese resources endowment:"Rich in Coal but Poor in Oil and Less Gas"; Shanxi as a "Golden Coal" land, it has unique abundant coal resource, and as a great "Coal Product & Output" province, Shanxi makes great contribution to national high-speed economic development by the means of large-scale, high-intensity mining and huge-environmental cost.Under the urgent demand of optimizing and upgrading industrial structure and transforming economic development path, meanwhile in the consensus occasion of low-carbon economy, it is an important topic for us to successfully achieve transformation, from coal-rich province to new energy base and coal-chemistry-industry province, from extensive mode to intensive mode of economic growth, from resource-dependent oriented to innovation driven path, in order to change its "Resource Curse" situation to "Gospel of Wealth".This paper analyzes coal industrial organization in Shanxi, based on the perspective of industrial organization theory, in the purpose of building "13558" model of its transformation development. Firstly, the author analyzes coal industrial market structure, market conduct, market performance in Shanxi, then conducts the interactive analysis of S-C-P using grey correlation method, in order to find out the reality issues in coal industry development process and make sure of its strength and weakness.Secondly, this paper deeply analyzes the outside environment of coal industrial transformation development, from aspects of political, economic, social, technical and natural, in order to find out its opportunity and threat for transforming; furthermore, it introduces SWOT comprehensive analysis matrix to list SO, WO, ST and WT, therefore the author specifies the direction of transformation:"Coal Industrial Transforming Ecologically, Ecologically Extent Coal Industrial Chain".Thirdly, based on empirical analysis and theoretical analysis, this paper introduces the theory of ecological industrial chain to discuss transforming model, for achieving the goal of "Coal Industrial Transforming Ecologically, Ecologically Extent Coal Industrial Chain", then frames "Three-Five-Five" Transformation Model:Three bases for strategic transforming "North-Middle-East", "North Energy Coal" base, "Middle Coking Coal"’ base and "East Anthracite Coal" base; Vertical extension of industrial chain "five" model, "’Coal Electrical Energy-Intensive-Industry", "Coal Gasification", "Coal Liquefaction", "Coal Coking" and "Coal Building-Materials-Industry"; Horizontal coupling chain "five" model, "Coal LandReclamation", "Mine Waste Water Recycle", "Residual Heat & Steam Heating", "Coal Fly Ash and Gangue Material Building-Materials-Industry" and "Coal Seam Gas Utilization or Generation".Finally, this paper carries out the research on coal industrial transformation development strategies in Shanxi from the aspects of concept, model, leadership, personnel, funds, policy, project and technology. The eight strategies are:establish a "Transformation:Development" concept, create a sound atmosphere for industrial transformation; promote "Three-Five-Five" transformation model, achieve "Stronger Industry & Healthier Province" new leap forward; establish a "Super Compartmentalized" lead group, strengthen capacity of organization and coordination; create "Multi-Level" human resources team, reform management system of human resources training; establish "Transformation Development" alliances, built "Official, Industry, College, Research Institution, Intermediary & Financial Agency" platform; improve "Comprehensive" policy system, form firm policy support and protection; implement "Key Project led" strategy, search for "Project Integration" path; develop "Diversity" financing channels, establish sound capital market.
