Abstract


The process of urbanization in the world has been unstoppable, as the largest developing country, China is in the important stage of the development of urbanization in progress at the same time, must also face a variety of difficulties. China's rural and urban combined treatment, it is difficult to form the concept of urban entities on behalf of the city geographically, general municipal districts. It can be said that the municipal districts of reaction urban region, but also on behalf of the level of development of the city, so very different from the general county. Sichuan is located in the Southwest, its geographical location and level of economic development has greatly restricted the development of the city. 43 municipal districts in Sichuan, the system, including its history, population size, industry structure, etc. In this paper, for 43 municipal districts. Article first do a summarized formation and the status quo of China's municipal districts, by comparison drawn with the county on the nature and characteristics of the municipal districts, and then summarize the process of the evolution of the history of the Sichuan Province City area, summed up several stages, on this basis on analysis Sichuan Province City area development status and characteristics, the analysis of the problems and causes of the problem, learn from foreign advanced experience, which some thought, then put forward a method to solve these problems and for the development of Sichuan Province, the municipal districts the path of the future development of municipal districts. Based on the problems and the causes of the four provinces and jurisdictions exist, the thesis in the final proposed ideas and measures to solve these problems, choose the path for future development in the municipal district of Sichuan Province. The article pointed out that, combined with the specific circumstances of Sichuan Province, should learn from the advanced experience of foreign countries on the basis of the City area to set up and adjust the different treatment depending on the city. At the national level, it should be as soon as possible to regulate municipal districts set standards, make clear provisions on the allocation of the terms of reference of the municipal and district governments. Sichuan Province, the setting of the municipal districts should be based on the development of the city itself, in particular, the geographic and economic factors are important to consider. In dealing with the problems of urban relationships, should the spirit of unified and separate degree principle, the management rights of the harmonization of norms and municipal districts, to achieve the purpose of the regional balance urban balance.
