Abstract

With the rapid pace of world’s technological revolution and economic globalization, the level of science and technology, together with technological innovation capability, has become a major factor that determines the comprehensive power and competitiveness of a nation or region. The technological innovation theory, emerging in the 18th century, has already verified the theory that“Science and technology is the leading productive force”in its development in the past century. The level of technological innnovation and creative capability has become an important meansurement of the development and potential for growth of enterprises, cities, regions and nations. Therefore, national and regional governments, while drawing up its economic development strategy, have all regard technological innovation as the predominant form and major impetus of the economic development of the nation or region.Since the beginning of the 21st century, the global economy displays three notable trends: industrial restructuring is accelerating; economic globalization is deepening; and the neo-technological revolution, featuring information technology, is striding. The trend of global economic development reflects the intensifying global competition. The comprehensive naitonal power and global competitiveness of a country or region has relied increasingly heavily on its technological innovation capability and its level of science and technology. In other words, the presence of an effective technological innovation system in a country or region determines its future. Therefore, more and more importance has been attached by governments around the world to the construction of technological innovation system, and a growing number of nations have formulated their national strategy on innovation system. Meanwhile, many cities also start to highlight the construction of regional innovation system. The present thesis aims at evaluating Weihai’s regional innovation system based on empirical studies.This thesis adopts an integrated research method which combines quantitative analysis with qualitative analysis as well as theoretical study with empirical study. Diagrams and figures are also included. The thesis is individed into five parts. Part 1 introduces research background and significance, summarizes existing researches home and overseas, and illustrates the main content and methodology. Part 2 is a theoretical study on regional innovation system. Part 3 is an empirical study on Weihai’s regional innovation system, in which its development and components are analyzed and its eveluation model is constructed. This part also discusses how data are selected and process as well as the results of analysis. The forth part proposes some suggestions for improving the regional innovation system in Weihai on the basis of the research findings in the previous part. The last part sums up the major conclusions of the present study and prospect research based on an overview of the research framework. Two innovation points of this paper are extracted, and the direction of future research is laid out.
