With the development of world economy, there is an ever-increasing demand for energy. Various countries have accelerated the development and utilization of petroleum and natural gas. Long-distance pipeline is one of the widely adopt the mode of transportation of the oil and gas. Its advantage is safe and reliable, low freight rates, low energy consumption and high transport efficiency.However, the long distance pipeline of petroleum and natural gas is engineering design of high technical content, and invest more in the prior period, Long distance pipeline engineering, large amount of material procurement, many varieties, the mode of transportation is complexity.The storage and distribution of the standard is higher.As well as the construction of oil and gas pipelines which are characterized by long construction line, huge demand for materials, wide varieties of pipe types, and complex transportation routes. For the purpose of ensuring scientific collection and distribution and orderly supply of pipeline materials, guaranteeing the schedule of project, controlling the cost and increasing the enterprise revenue, modern and scientific management as well as excellent reception, safekeeping, maintenance and distribution of pipeline materials is definitely required. In the article, based on the actual situation of Liuzhou Project under the Myanmar-China pipeline project, and starting from systematic thinking, the logistics operation of Myanmar-China natural gas pipeline project is taken as an organic whoie for study by means of comparison, demonstration, statistics, decision analysis, etc. Progressive creative, exploratory and empirical research and analysis have been carried out on the basic core factors adopted for cost control of the logistics operation of Liuzhou Project, i.e. cost structure of logistics operation, and the idea and objective, scheme and measures, effective means and effect evaluation of cost control. The article enriches and develops the theory and practice of cost control for logistics operation of engineering projects, and provides theoretical direction for effective control over the logistics operation cost of the engineering projects.
