Abstract


Ordos City, Inner Mongolia Autonomous Region is rich in natural resources, coal, natural gas, kaolin reserves and cashmere production are in the nation, and in 1998, 2008 were approved as a national energy and heavy chemical industry base and third water-saving society pilot cities. Etuokeqi located in Ordos City, the western part of Ordos City administrative jurisdiction. The flag is one of the counties in animal husbandry, industrial economy to financial contribution rate reached 80.7 percent, were overwhelmingly dominant. Therefore, the industrial development on the whole flag economic development is essential. According Etuokeqi run industrial projects under construction and planned water consumption by 2030 Etuokeqi industrial water demand will reach 250 969 400 m3 / a, water deficit of 92,213,900 m3 / a (P = 95 %). Etuokeqi water shortage has become a constraining economic and social development of the main factors. Analysis and evaluation of water resources, sustainable development and utilization of water resources, the protection of the whole flag socio-economic and ecological and environmental development of important guiding significance. This paper analyzed existing research data and results, based on a qualitative analysis and quantitative calculation method of combining the development and utilization of water resources in the whole flag was evaluated for the development and utilization of water resources problems raised water Sustainable Development and Utilization of specific measures. Main research results are as follows: (a) for all flags and all levels of the partition of precipitation, surface water, groundwater resources, water resources, and the total amount available for the analysis and calculation, analysis of spatial and temporal distribution of water resources and variation. The results for the uneven distribution of water resources with the year, annual variation characteristics. (2) Surface water quality according to the national integrated water resources planning and supplementary results analysis, the results showed that: all Stuttgart River COD, permanganate index exceeded, the part of the river arsenic exceeded, water quality assessment for the inferior class Ⅴ. Groundwater quality standard in most areas, a few places the phenomenon of excessive. (3) based on the development and utilization of water resources, the survey statistics as of 2007 all flags water infrastructure, water supply facilities in various different industries water supply and water consumption through water supply and demand balance, carrying capacity of water resources the analysis and evaluation. The results showed that: water use in good condition.
