Abstract


With the development of the world economy, the ocean has become a strategic base for human survival and sustainable development. Marine economy is playing an increasingly important role in the development of the world economy. Ocean shipping is an important part of marine economy, whose high speed development has made a significant contribution to human society. However, at the same time, as the oil spill accidents happen in the course of ship operation, it has brought a very high risk to marine environmental protection in China. At present, the ship oil spill pollution accident has become the world’s problem, it is extremely significant to establish and improve the oil spill emergency response system of ship for the protection of the marine environment and realize the sustainable development of social economy.Ship oil spill pollution prevention has the characters of non exclusive and non competitive in consumption, and it is a typical public goods. Along with the vigorously implementation of our country’s marine development strategy, it has put forward a new request to the government’s public service and social management ability on how to prevent oil spill pollution and protect the marine environment. China has a vast ocean area and abundant marine resources, as China’s economy development, like other public goods supply, ship oil spill pollution prevention is facing new requirements. One of the fundamental means to prevent oil spill at sea is to establish ship oil spill emergency response system. The prevent of ship oil spill pollution needs to adapt to the new requirements of the changing external environment, which needs a new angle of view and thought to examine and innovate in the ship oil spill emergency response system.As a new concept and mode of administration, Governance theory and public service theory are increasingly being recognized, accept and use by government departments. This paper uses the governance theory and new public service theory to analyse the oil spill emergency response system, borrow relevant experiences from national and foreign construction of oil spill emergency system, fine out the problems and causes of the system combining with China’s actual situation, and put forward respective countermeasures, so as to promote the protection of the marine environment and the sustainable development of marine economy.
