As one of the pilot provinces of green GDP accounting in China, Hebei Provincelaunches the physical volume accounting for environmental pollution, and determines thatthe governance costs and economic losses of environmental pollution are important. Alongwith the rapid industrial development and population growth in Hebei province, a lot ofindustrial and domestic wastes have been produced, combined with the extensive use ofpesticides and fertilizers, the water and environment are subject to serious pollution.Therefore, it is significant to evaluate the value of environment scientifically and establishthe green national economic accounting system. The basis is to study the economic lossescaused by environmental pollution.The main idea of economic losses estimation on water pollution in this paper is:setting Hebei Province as an example to design the indexes system of economic lossesestimation of the water environment. According to all relevant statistic data in China and inHebei Province, the accounting of economic losses caused by water environment pollutionshould be conducted through five aspects: livestock breeding, industrial wastewaterdischarge and urban sewage discharge, farming and human health. The estimation methodsare productivity change approach, the shadow price method, protection expenses and othermethods and the conclusion is that the economic loss caused by water pollution in2007is:128,095,000yuan,681,775,400yuan,1,488,972,100yuan,950,770,000yuan,1,809,597,400yuan, accounting for3.679%of the GDP, the GDP value after being adjustedby the water pollution is1.370195trillion yuan.Based on the assessment of the economic losses caused by water environmentpollution, this paper adopts the four indexes of wastewater discharge in Hebei Province,COD emissions, wastewater discharge by GDP at the billion level and COD discharge byGDP at the billion level in order to analyze the implementation effects of environmental policy in Hebei Province. This paper also points out the existing problems in the waterenvironmental management of Hebei Province as well as proposes some countermeasuresto these problems.
