Simulation of Emission Control Policies for China's Power Sector Using a Multi-Regional Bottom-up Optimization Model

Abstract


China will soon be under the pressure of controlling the emissions of CO2andvarious air pollutants simultaneously. Power sector as the largest contributor is the keysector to fulfill this task, which makes a power sector model with consideration ofmultiple air emissions control in great need for supporting policy making. Meanwhile,due to China’s Strong Smart Grid development plan, the currently limitedinter-connections among China’s six regional power grids will grow in the comingdecade. The transfer of emissions and related loss among regions caused by the powertransmissions may lead to conflicts among regions, which is worth considering by thepolicy makers.This study built a multi-period optimization model for China’s power sector withconsiderations of SO2, NOXand CO2emission control and accounting of Hg emissions,based on six regional power grids with regional parameters and growinginter-connections. Scenario analysis show that, by taking into account the current LAPand CO2control targets and the policy trend, in2030China’s power sector will emitapproximately6.99Gt CO2and182.2t Hg while generating13744.4TWh, and thecarbon intensity may decrease to563.9g/kWh. SO2and NOXcontrol targets can bring a6.01%decrease of carbon intensity in2020compared to2010, which indicates theclimate co-benefits of LAP control. Adding carbon intensity targets will mainly increasethe contribution to LAP mitigation of technologies with more co-control potentials likenuclear, wind and gas power. LAP and carbon intensity control will bring219.9t and37.7t synergetic mitigation of Hg respectively in2030. Inter-regional powertransmissions leads to a14.53G RMB decrease of electricity supply cost nationally anda1.026G RMB increase in Northwestern Region of external costs caused by SO2andNOXemissions. SO2, NOX, CO2and Hg emission of electricity generation inNorthwestern Region caused by inter-regional power transmissions in2020are221.2kt,155.3kt,293Mt and4.73t respectively.
