Abstract


With the development of railway construction vigorously, the rationality of the railway decision also gradually highlight. The investment on railway construction project is always huge, the technology is always complex, construction cycle is always long, the influence factors is always complex and the influence is always far-reaching At present There are a lot of deficiency on railway project decision of our country, such as in the main body of the decision-making, decision procedures, decision resources and conditions, decision there is lack of legal environment. So we need to perfect the decision-making mechanism to guarantee railway construction efficiency.The paper stand in the point of the construction unit to introduce related theory about decision-making mechanism into the railway project management, and construct railway project decision-making mechanism. First it defines connotation related the railway project decision-making mechanism, and analyses the practice of the present situation of the decision and the existing problems. The author summarizes the existing theory as the basis of study in this paper. Secondly it determines main components of the railway project decision-making mechanism, and systernly analysis and perfect the various elements. The main components including the diversity of decision-making, the perfect decision procedure system, effective decision resources and conditions, good legal environment. Each element interacts and effect with each other coordinately. Those components constitute decision-making mechanism of railway project.The main research content is as follows:(1) It defines related connotation and summarizes related theory of the decision-making mechanism, which is the basis of study.(2) It analysis systematacially the mechanism of decision-making mechanism and the components of decision-making mechanism.(3) It explore the constitute and the role of decision-making mechanism on railway project decision. It constructs the diversification of the main body of the decision-making about decision-making mechanism accord with the railway construction practice.It Analysis of the process system of railway engineering project decision-making and core stage. Then it introduced no feasibility research and decision-making evaluation program to improve the decision-making process.(4) It explore what information of the railway project decision is necessary and constructs the railway project decision method system; In addition, to the current decision problems, It construct a series of decision system from the Angle of legal system of, such as no feasibility study system, decision-making consultation system.This paper is based on the characteristics of railway engineering projects to build a Prophase decision-making mechanism corresponding. It introduced decision-making mechanism into the railway project management, in order to provide theoretical reference on scientific, democratic, institutional for decision making of railway engineering.
