Abstract


The contradiction between the quick development of the highway construction and thelack of the highway construction fund makes it necessary to develop the highway constructionunder tolling system. Under the tolling system there are two different models used in China,operating model and non-operating model. Under the non-operating model, the loans used forthe highway construction should be refunded be the government. The main issue the articlepays more attention to is the model selection which will prefer to the development of highwayconstruction. Based on the XY project, this article gives the ideas about how to select theoperating model and its possibility.Under the current system, the operating model can be divided into two parts: the modelunder which the highway constructed and operated by the companies controlled by the localgovernment and the model under which the highway constructed and operated by themarketized companies (or BOT model). The non-operating model is preferred by the centralgovernment but the shortcut still remains. It is necessary to analyze the characteristics and theshortcuts of the models which can provide the necessary information for the possibility anddecision-making of the specific project investments.Study shows that no one of the models has the advantage in nature. So it is necessary tomake decision of model selection combining the different models with the specific projects.
