Western town are growing rapidly, the communication between rural and urban is becoming more and more closely. Promoting the integrated development of urban and rural passenger transport in the county is imperative. Due to the influences of economy, natural environment, urban and rural passenger transport integration in western region is different with other places in China. In order to improve transportation environment, coordinate traffic resources, proving maximum residents travel service under limited conditions, study on urban and rural passenger transport integration system in western county of China is essential.This paper clarified the concepts of western county and urban and rural passenger transport, analyzed western urban and rural passenger development environment from present situation of urban economic, social and transportation. Summarize passenger flow characteristics of the urban and rural areas of the Western County. Get a conclusion that, in southwestern region, topography is varied and complicated; communication between rural and urban is different. Urban and rural passenger transport integration system should be set up by construction, management, maintenance, transportation and safety. This system can combine infrastructure construction, public transportation networks, management system, legal system, management structure and road passenger transport safety together, guarantee the implement of integration.In the infrastructure planning, road networks planning should be connected with public transportation networks, every technical index can meet requirements of operation conditions of bus. Considering transportation networks level, this paper established three level transfer station systems. Second level station used location of importance and node importance methods to decide the site, and third level station used genetic algorithms to solve the model of minimal social cost to realize the layout planning. Considering western urban economical developmental characteristic, established two level urban and rural passenger networks. The networks can satisfy traffic management between county with town, town (country) with town (country). In this networks structure, main line was confirmed by node importance methods and analogical gravity model. In order to guarantee access ratio and coverage ratio, branch line can use minimum tree algorithm and Hamiltonian circuit method. Passenger transport management, maintain, safety boil down to passenger service integration. Management system, operation management, infrastructure maintenance, road passenger transport safety should working closely with planning, which can ensure the smooth implementation of strategic planning and sustainable development of operation, improving service levels.Finally, this paper took Nanxi as an example, planning urban and rural passenger transport integration by using systematic frame in the paper. Generally, this planning had certain significance for other western counties.
