"Twelve Five" period is an important opportunity for the development of China’s roadtransport industry,"every village access roads" and other projects, provides goodinfrastructure for the development of urban and rural bus passenger. Some of the region’srapid economic development in the cities and towns closer ties between urban and rural areas,a significant increase in passenger traffic, and an urgent need for urban and rural buspassenger transport mode. At present, rural and urban passenger transport mode is still in itsinfancy; transport service quality needs to be improved. To improve the quality of urban andrural bus passenger services can not be separated from a scientific evaluation system, as abasis to guide the improvement and adjustment.This paper first proposed the concept of urban and rural bus passenger, characteristics ofurban and rural bus services, urban public transport and road passenger transport analysis,in-depth analysis of the characteristics of the urban and rural bus passenger. And then analyzethe status of the quality of urban and rural bus passenger services. And how to improve thequality of urban and rural bus passenger services to make recommendations to clarify theneed to build urban and rural bus passenger service quality evaluation system and target.Second half of the paper according to the urban and rural bus passenger flow characteristics ofquality of service features and passenger transport in urban and rural areas, AnalyticHierarchy structure three built ladder hierarchical model, In order to establish acomprehensive, easy to operate the service quality evaluation system, Analytic HierarchyProcess to determine the weight of each index, the use of fuzzy comprehensive evaluationmethod and TOPSIS method program comparison. Finally, case studies, evaluation ofdifferent programs to verify the effect of the practical application of the method.
