Abstract


Presently, the "three rural" issue has become one of the main factors to effect the China’s modernization, and the farmers’income is the core of "three rural" issue. How to improve the income of farmers is a issue needed to be studied and explored in depth. Currently, the agricultural productivity is low, there is great potential for agricultural development, to explore long-term mechanism to increase the farmers’income by agricultural development will not only help the farmers to increase their income, but also have significance for resolving the "three rural" issue and for the stability of economic and social development. As the birthplace of rural reform, the rural landscape in the countries of Anhui Province is the most representative in the twelve major agricultural provinces. Huainan City is the second largest city in Anhui Province, located in central Anhui, whose agriculture developed rapidly in recent years, the farmers’income has greatly improved, selecting Huainan to analysis how to increase farmers’income in depth and t explore the long-term mechanism for increasing peasants’incomes in Huainan, will have some enlightenment in increasing farmers’income for Anhui and even across the country.this paper takes the economic development of agriculture of Huainan City in Anhui Province as the main line, improving the farmers’income in Huainan as research purposes, agricultural economy of Marxism and the scientific development concept as a theoretical guidance, empirical analysis and normative analysis, qualitative analysis and quantitative analysis, combination of general analysis and case study as research methods, Firstly reviewed the theory of Marxism about increasing farmers’income by development of agriculture and the contemporary policy of party about developing agriculture and increasing farmers’income. analysis characteristics of the income situation of farmers in Huainan, summarized the problems and deficiencies in the process of increasing the farmers’income by agricultural development in Huainan, points out that high production costs, production small scale, low efficiency existing in the agricultural development of Huainan, which restricts further increase of farmers’income; and draw the conclusion that existing land system and imperfections of government functions in Huainan is the main cause to the problems of agricultural development. Finally, based on the advantages of the negative factors for agricultural development in Huainan, propose the Suggestions to speed up the development of agriculture and raise the farmers’income in Huainan. Namely, innovating the land system, implementing land joint-stock reform; developing urban agriculture, emphasizing brand management; extending the agricultural industrial chain and improving government functions and serving the agricultural for its development.Currently the discussions about farmers’income and agricultural development are a lot, this paper try innovative attempts as the following: firstly, there is no article study the issue that Huainan increases farmers’ income by developing the agricultural economy systematically so far, this paper try to analyze it systematically and in-depth, and try to find the long-term mechanism for farmers to increase income through agricultural development. Secondly, this paper proposes to develop the land joint-stock reform to improve the degree of large-scale and organization of farmers, and points out that the Government’s guide and support is a key factor for the success of land joint-stock reform. Emphasizing large-scale agricultural operations and farmers’organizations as two goals of land joint-stock reform, and the shareholding of Government in the development of land joint-stock reform, is not much found in the current discussions of land joint-stock reform.
