Abstract


China’s civil air defense financial management of the financial management system is quite special in China. Financial management of civil air defense is to implement systems management, to manage finance of civil air defense offices of governments at all levels of air defense. It’s under the leadership and supervision of People’s Civil Air Defense Office of the higher level, to accept the financial sector at the same level of operational guidance and supervision. The country’s civil air defense is under the leadership of the Ministry of Finance and the National Civil Air Defense office uniformly. Financial departments at all levels of local financial management of civil air defense is only the relationship, of guidance on business. Financial management of civil air defense is in a closed system basically. Nowadays in a growing market economy in China’s public finance system development and gradual improvement, there are many places not suited in financial management of civil air defense. There have been some contradictions in practice. Still there is a clear understanding of the problem in thinking. In this paper, starting from the public finances, the article introduces China’s civil air defense on the current budget for the management of financial management, state-owned asset management, financial analysis of civil air defense and financial supervision and management of the contents of the status; analyzes the current China’s civil air defense financial management and contents and status of management; and point out the problems and its root causes in the financial management of civil air defense, that is, backward thinking, the basis of work is weak, the lower the quality of personnel and inadequate rule of law; In the analysis of public finance reform and financial management of civil air defense challenges, opportunities at the same time, the civil air defense sector measures to be taken, namely to establish the public finance system in line with the requirements of civil air defense concept of financial management, strengthening public finance system, the financial ranks of civil air defense, strengthen under the public finance system of civil air defense sector budget management, strengthening public finance system of accounting work of civil air defense, the establishment of public finances in line with the requirements of financial control of civil air defense system, strengthen the public finance system of financial management under the legal system of civil air defense.
