Abstract


With the development of the civilization of human society , animal welfare protection has been widely recognized and has been widely accepted . Animal welfare protection philosophy of continuous innovation , protection system gradually improved from the initial implication of human compassion, ethical , rose to a rigid , systematic and comprehensive legal norms . Companion animals , is the most intimate social relations and human animals , to a certain extent, plays a human partner, family , friends, social roles , they communicate telepathically with humans , is to maintain social stability and harmony is one important factor . Companion animal registration permits, a healthy diet , medical immunity, asylum and other legal norms stray decide companion animal welfare , affecting public safety , public health, social security, violence and crime, and mental health issues such as minors reasonable solution . In view of companion animals and human society closely and particularity , companion animal welfare legislation theoretical research and legislative practice in Western countries get much attention . For centuries , the United Kingdom , the United States and the European Union , have conducted a series of companion animal welfare legislation, for the country to provide a good experience and learn from. At present, our country there is a good companion animal welfare legislation the social basis of practical necessity and feasibility . On the one hand , compared with Western countries , China's companion animal welfare law system is not perfect , and thus harm the development of social harmony and stability in a range of issues , companion animal welfare legislation , is the key to solving these problems . On the other hand , China's rapid economic growth , ecological civilization policy tilt and traditional ethics support for our companion animal welfare legislation has laid a solid foundation. Based on national conditions , combined with practical , puts forward the idea of ??companion animal welfare legislation , is the study of the starting and ending points. First , establish a harmonious development between man and animals, the proper legislative philosophy, to provide guidance for the legislative activities . Secondly , to establish the legal status of people and animals can not be equal , animal welfare and coordinated economic and social development , and regional legislation specific legislation combines public participation legislative principles . Finally, the perfect companion animal registration permits, welfare standards , resettlement assistance , supervision and reporting , accountability and other legal system , the laws and regulations are implemented in order to ultimately achieve the level of companion animal welfare improvement targets .
