Abstract


The 20th century, especially after World War II, the center of gravity of the concept of human rights profound changes into modern enthusiasm for citizens, freedom from the traditional passive protection. Resulting social rights is a product of the third generation of human rights, the right to social security is one of them, the right to social security as a human right is written in the Universal Declaration of Human Rights \. \This problem reflect attaches great importance to the welfare society, welfare rights, comprehensive and deep concern about the livelihood issues, protection of the right to social security, from a constitutional dimension to understanding the process of social security development of the poor, from the initial gift constitutional rights easy to maintain the rights to the height of one of the basic rights.
