Abstract


China is in a period of profound social transformation , all levels of government as the leading force in the transition process , its capacity-building in the reality of the development situation more and more important , the issue of government capacity building increasingly gained much attention . The frontier minority government capacity building as a specific basis in reality as the background object , implies many complex factors , its depth analysis and interpretation of the contact between its external and internal elements and each other , looking for government capacity building of correct path , so that the government , effectively play a leading role to promote the development of all-round progress of the frontier minority areas , and maintaining social stability . Frontier minority areas of special political , geographical , cultural , environmental , and frontier minority areas of government functions have different special functions of general local government functions , and thus affect the center of gravity and the ability of the frontier minority government capacity in structure . The frontier minority government capacity building should be made clear direction , they should be framed Content ; necessary to adhere to the principles of policy , they need to reflect the effect . Only in this way , the frontier minority regional government in order to promote the sound and rapid development of the region to enhance the ability to play a better role . This means that the frontier minority areas the Government should grasp the functioning of the capacity building orientation . Orientation should include two levels : First, value orientation , that grasp the intrinsic properties and the basic regulation ; effective sexual orientation , the operability framework that is set and the basic elements . Due to the special status of the development of border and minority areas , social composition and geographical pattern , so that the the frontier minority government capacity building facing many complex issues . Focus from reality , frontier minority regional government should be in the policy process , lessons and output resources , co-ordination , social control , and social services to strengthen capacity building .
