Abstract


Development of Internet technology brought mankind into the social media era. Accelerate the pace of humanity towards the information society. Social media is a media that the users can in general to participate in the new online media. The application rate and penetration of social media highlight its important function and value. Its participation, communication, openness, dialogue is characterized by other media can not match, blurring the concept of time and space.According to the China Internet Network Information Center (CNNIC) released in January2013,"31China Internet Development Statistics Report", As of the end of December2012, the scale of Chinese Internet users reached564million, Internet penetration rate of42.1%, slow growth, the number of Internet users in China has been at a high level, the growth of Internet users and penetration into a relatively stable period. Growing groups of Internet users and the development of Internet technology has emphasized the cyber-culture construction and management of the importance and urgency of strategic sense. Chinese cyber-culture is an important part of the culture of socialism with Chinese characteristics, although the Internet broke through the country, geographical restrictions. Social media achieve real-time accessibility exchange through the Internet around the world. Cyber-culture shows the feature of world culture because of its openness, but cyber-culture is also influenced and impacted of traditional culture, national culture. With the use of social media has brought new opportunities for the spread and development of Chinese cyber-culture construction and management, but various contradictions and problems caused due to network growing and social reality had a tremendous impact and influence, construction and management of the new age of Chinese cyber-culture is particularly important.In this paper, the application of new public service theory and network governance theory to explore social media and cyber-culture fit, in order to explore why to construct and manage of cyber-culture in the era of social media, from which to carry out the construction and management of the cyber-culture, how to construct and manage of cyber-culture. Analysis the importance and the path through the above dimensions. Specifically, this paper includes the following six sections:The first part is the "Introduction", in the comprehensive analysis of the research background and significance of the problem on the basis of the research status review to determine the ideas and methods of the research and contents of the research and possible innovation;The second part is "Related concepts and explained in the theoretical foundation ", This part is the logical starting point of the thesis. To clarify the concept of social media, cyber-culture, built the cyber-culture construction and management of the theoretical framework on the basis of the first part.The third part is "The necessity and possibility of strengthening the social media era of cyber-culture construction and management analysis". On the one hand the need to explore the social media era of cyber-culture construction and management, the other hand, to explore the possibility of social media era of cyber-culture construction and management.The fourth part is "The situation and problems of cyber-culture construction and management of the social media era". From the three levels of objects, systems, concepts corresponding to our cyber-culture industry, cyber-culture system and the concept of cyber-culture comprehensive survey of Chinese cyber-culture construction and management of the situation and analysis of the issues presented by.The fifth part is "The measures to strengthen the social media era of cyber-culture construction and management". The end result of that part of this article. Analysis of how to proceed with the construction and management of the cyber-culture, put forward the corresponding countermeasures and suggestions. I believe that the cyber-culture the construction and management combined with new public service theory and network governance theory analysis (who is going to pipe) from the main building, improve the legal system (depending on what tube), and improve the mechanism (how to pipe) three aspects.The sixth part is "Conclusion". The outlook for the future cyber-culture trends.
