The Communist Party of China (CPC) taking over postal services is an important part of the work of the CPC taking over cities, so with having taken over the post as the research object, we not only can deeply research the subject of the CPC taking over cities, bu also have important significance of the study of the CPC s history. Wuhan located in the center of the Chinese hinterland, to its the superior nature, geography, economy, transportation, culture conditions, creating an extremely favorable conditions for the development of Wuhan Post, which became the hub of the modern postal service in the period of the republic of China. Therefore, Wuhan Post from May1949to February1951will be the study object of this thesis, under the historical background of the great taking over, we use the theories and methods of the history, political science, sociology and other related disciplines, specifically study reception, reformation and management of Wuhan Post, and detect real historical features of the Wuhan1s postal system from three levels of the institution, business, features.In the liberation war, because of years of the war, financial instability, economic recession and the destruction of the nationalist party’s army, the existing postal network of Wuhan suffered a major loss, resulting the transport block, postal line break, a sharp decline in the volume of business, business difficult, almost standstill traffic. Before the liberation of Wuhan, to take over the postal system in Wuhan, the CCP had made full preparations from the three aspects of the policy, mobilizing the masses and the power. After the liberation of Wuhan, obeying the taking over policies of the "not disrupting the existing business organizations, rapid recovering and developing of the production", the Military Control Commission of Wuhan systematically received the postal offices. Since then, because of the classes’ struggling and the workers’ needs and wishes, the CPC reformed old recruits, faction, the previous system, the living conditions of the workers and reformed the administrative management system, the regulatory agency. In the process of taking over the postal system in Wuhan, with restoring and developing the production as the central task of all works, the CPC restored postal services, expanded postal routes, redeveloped postal center. With the development of postal trunk, Wuhan Post gradually formed the postal dispatch center of the south and southwest regions. In their process of recovery and development, Wuhan Post made important contributions to develop the local economy, improve the social atmosphere and reform the rural society. In conclusion, after took over by the CPC, Wuhan Post had a great potential development and reflected the important social function, that was to consolidate the people’s democratic the dictatorship, restore prosperity of the national economy, facilitate the people’s public life.
