Historical blocks, having witnessed the historical and cultural development of the city, are not only endowed with abundant cultural relics, distinctive spatial structures and architectural landscapes, but also profound in terms of cultural connotation and human spirit. As a historically and culturally renowned city, Suzhou has made positive trials in protecting and renovating historical blocks, as numerous successful experience vis-a-vis both decision making and management has been accumulated in respect of protection, policy making, legislation, planning and designing, implementation, development and utilization. On the other hand, problems and inefficiencies are not non-existent in planning and controlling, social participation, financing, protective technologies, cultural protection, public effectiveness, etc. Scientific protection and sustainable development of historical blocks are impossible unless we continuously innovate the concept of the protection and renovation work aiming at consensus-building in the whole society, break through relevant bottlenecks, improve operation mechanism and planning work, improve designing and controlling, intensify government guidance, promote social operation, attache importance to holistic protection, improve the quality of the scenery, set store by cultural inheritance, realize dynamical protection, promote public effectiveness, showcase respective distinctions, stress orderly advancement and carry out daily protection.
