Abstract

With the development of society、civilization advances and population aging, pension system of human social life has increasingly become the focal point. Endowment insurance in today’s international community can be divided into four modes, and each kind of modes of government functions are unique. The development of endowment insurance system is essentially the government’s responsibilities changes. Based on the study of three responsibilities of the government pension insurance - system design, financial support, and the research of supervision and management, the paper has very important practical significance on improving the government responsibility of endowment insurance ,giving full play to the role of endowment insurance system, and maintaining the endowment insurance rights and interests of citizens.The paper contains five chapters. The first chapter is introduction. By using the typical research and historical research, the paper starts from literature review , theoretical foundation ,and theoretical analysis and practice method of combining the analysis in the endowment insurance , and clarifies four concepts of "old age insurance", "old-age security", "government responsibility" and "Government acts". Analyzing from the perspective of the social justice and the optimum point of government behavior of government functions in endowment insurance is the innovation of this paper. The second chapter is the theoretical analysis of government intervention in old-age insurance. Analyzing the reason of government intervention in old-age insurance from the theory of public goods, the theory of market failure, theory of social equity, and theory of public responsibilities. The paper notes that pension insurance has a certain personal product attributes, simply by the market will lead to an equitable missing. Theory of market failure, the existence of social justice and theory of public responsibilities are further urging the government to undertake the necessary old-age insurance responsibilities. Using western economics theory of profit maximization, the paper researches the government of endowment insurance responsibility specific–government behavior’s optimum point, and further pointed out the limitations of the point. The paper notes that the government of endowment insurance responsibility should be appropriate to pursue its own national conditions, not the best. The third chapter is the analysis and comparison of foreign governmental responsibilities under the pension insurance model. From an international point of view, combination of the typical mode of the old-age insurance, analysis the government of three main responsibilities system design, financial support, supervision and management, giving a foundation for our government to learn. The fourth chapter is the change、present and missing of governmental responsibilities in China’s endowment insurance. From the historical perspective, this chapter analyzes the traditional endowment insurance system and government functions, study the current endowment insurance system and the government responsibility. Combining with the preceding chapter, the thesis analyses the absence of the situation and duty of government from system design, financial support, and supervision management of the analysis of the current endowment insurance in. Chapter 5 is the proposal of perfecting the endowment insurance of government’s responsibilities. According to China’s the lack of government functions in endowment insurance, the paper puts forward three aspects policy suggestions from system design, financial support and the supervision administration.
