Abstract


Compared with the way of traditional supervision, network anti-corruption is a publicopinion force which has distinctive characteristics.It sets the breakthrough point and thepoint of integration for government and citizens jointly rectify corruption. Moreover, it is anew phenomenon for citizens to participate in power supervision.The failure of citizen participating in the anti-corruption through the traditionalchannels, quick and efficient communication platform which provided by networktechnology and the pursuit of social core political values jointly promote citizens toparticipate in network anti-corruption. At present the official website report and civilnetwork exposure are two basic ways for citizens to participate in the networkanti-corruption. Compared with the former authoritativeness, the advantage of the latter issmooth flow and timeliness. Usually citizens play the role of whistleblowers. investigatorand communication initiator.Because Network anti-corruption is a kind of postpunishment, together with the complexity of the citizen constitution, unobjective andirrational stance,as well as the lack of legislation and the absence of regulation in network,we still need be prudent in dealing with citizens’ participation in network anti-corruption.To this end, we are committed to building such a mechanism, based on the principlesof information disclosure, diversified body, officials and the public’s cooperation, the legalregulatory mechanisms, rights protection mechanisms, effective response mechanisms,and technical security mechanisms are as the contents. Through the development ofe-government, improvement of the quality of citizens, enhancement of the responsibilitysense and improvement of the institutional environment, a long-term mechanism forcitizens to participate in the network corruption will be built. Ultimately through thesynergies among government, society and citizens, the docking of network and systemanti-corruption will be achieved. And it will promote the citizens to participate in thenetwork anti-corruption more orderly.
