Abstract


The term of "deliberative democracy", which is a form of democracy that deliberation is central to decision making, was originally coined in the western world in the1980s. In the various types of community to implement the deliberative democracy, through rational discussion, communication, coordination, etc., the decision-making system with democratic legitimacy and collective binding can be built under the common goal of the internal members’public interest. Such system, which coincides with Chinese political consultative system, is significant for the developments of decision making in the scientific and democratic basis. The origination and developments of the deliberative democracy theory offers more solid theoretical foundation to the Chinese People’s Political Consultative Conference (CPPCC), and therefore it provides a further proof of the CPPCC’s irreplaceable unique role as an important assembly of multi-party cooperation and political consultation led by our Party.Since ancient times, public sentiments, wishes of the people and aspirations of the people have been treated as the cornerstone of its governance. Since the founding of the Communist Party of China, in the theoretical system built up by every central collective leadership of our Party, public sentiments, wishes of the people have been always attached greatest importance on our governance of the mass line. In the report of16th Party Congress, it also clearly indicated that "We will improve the decision-making mechanism by which decision-makers will go deep among the people and get to know how they are faring, reflect their will, pool their wisdom and value their resources, putting decision-making on a more scientific and democratic basis." Social conditions and public sentiments, as the direct basis of political decision-making, have been received great attentions of the central and local governments and the Party committees. The unique advantages of the CPPCC enable a more comprehensive, fair and objective mechanism to know public sentiments and reflect their issues, and therefore it has the ability to play a unique and irreplaceable role in guiding the decision-making of the government.Based on the aforementioned basis, through this thesis, we focus on the impacts of the reflection of social conditions and public sentiments by the CPPCC on the government decision-making. We begin by describing the concept of deliberative democracy, government decision-making and social conditions and public sentiments system, and then their interactions will be further discussed. Following this, we will present our other existing social conditions and public sentiments systems in addition to the CPPCC’s, in order to analyse significance and advantages of the reflection of the social conditions and public sentiments system that the CPPCC carried out. Combined with practical experience of the Weifang’s CPPCC in recent years, the methods and impacts of such work by local CPPCC on the government decision-making will be addressed. Furthermore, the issues that affect the local reflection work of the social conditions and public sentiments, and the corresponding reasons will be analysed. In order that the reflection of social conditions and public sentiments plays a greater role in the impact of decision-making, the related measures to promote such work will be explored.
