Abstract


Community as a complex regional social system, there are various types of community organizations in its internal. All areas of community organizations involved in people’s lives, plays an important role in the community, is the main body of community management and development. Connotation is rich, diverse forms, functions of other all kinds of community types exist, the diversification trend of community organization, which is to meet the increasing diversification, personalization and multiple layers of material and spiritual needs, provide the organizational foundation. The evolution pattern of community management system from the big government and small society to small government and big society. Demand diversification, diversification of the interests of the community organization, interest differentiation is becoming an important feature of the community. At present, our country city community has several parallel, the function overlapping of non-governmental organizations, such as community service center, the residents committee, committee of family, owners committee and the Property Management Company, thus forming the complex management system and operation mechanism.This paper mainly analyzes the problems and Countermeasures of city community management system of our country, and in Fengze District of Quanzhou city as an example to study. This paper is divided into five chapters. The first chapter is an introduction, describes the city community management, and analyzes the research purpose and significance of community management system of the city, with reference to related data and literature summarize of international practice and domestic. The second chapter reviews the related theory of city community management, analysis and classification of the connotation of community contains. Elements of the community resources for community members, community facilities. The third chapter introduced the basic situation of the city community management system in China, studies the present situation of city community management, analysis and comparison of the three modes of the reform process of city community management system in our country, with the executive-led mode, half government half autonomous mode, autonomous mode is analyzed as an example. The fourth chapter to Fengze District of Quanzhou city as an example, the defect investigation city community management system of our country, made the city community organization management, and the problems of city community management system. The basic idea of the fifth chapter to promote and improve the Quanzhou Fengze District city community management system reform. The sixth chapter is the conclusion.
