Abstract


Community social work normally contains six main factors:community development, community organization, community care, community planning, community education and community actions. For the purpose of social development, improving community development has become the mainstream trend for the social development, while it still has a long way to go. Therefore, the replacement of homestead in countryside could make contribution to develop the community development which has been applied and gain some achievements to some extent, in ShanDong Province, JiangSu Province,etc.Along with the accelerated development of industrialization and urbanization, the increasing pressure of limited building lands of urban areas has significantly restricted its further development and expansion. On the contrary, the development of rural areas has seriously wasted a numerous building lands at the same time, although the government has implemented the most restrict policy for protecting plough. Aimed at decompressing the pressure of limited building lands of urban areas, it could be regraded as the external cause of replacement of homestead in countryside that using the idle homestead in rural areas properly may help solving this problem. Meanwhile, when considering the needs of community development in countryside and peasants’requirements of social security and welfare, the replacement of homestead may become the internal cause.From the perspective of community development, this paper will seek and explore the internal connection between’replacement of homestead in countryside’and community development, subsequent developing situations, as well as its in depth predicament with the case study of country D in east Shandong Province through research methodology of observation, interviewing, and process-event analysis. More specifically, it could be valuable to discuss the effects of how the replacement of homestead in countryside could influence the new community development within its value appeal, protection of persants’ benefits and sustainable development of new communities. The replacement of homestead in countryside could improve rural areas’sanitary conditions, cultural environment and persants’incomings by ameliorating the community type. However, it also has to confront such predicaments as specific difficulties in implementation process. Thus, this paper will concentrate on the potential means of enhancing sustainable development and seeking path optimization by applying for replacement of homestead in countryside.
