Abstract


In November2012, the Eighteenth Congress of the party General Secretary HuJintao representing the whole of the CPC Central Committee issued a call for building asocialist culture and power. Promote the construction of socialist culture and power, andenhance the cultural creativity of the whole nation is a top priority.Long-term adherenceto deepen cultural restructuring, the liberation and development of cultural productivity,and vigorously promote the development of cultural industries, promote China’straditional culture, to provide even broader cultural space for the people, give full playto the cultural creativity of the whole nation, and to create a socialist culturericher,people’s moral qualities and scientific literacy to enhance the new situation ofChinese culture growing international influence.The cultural quality of life of citizens inpromoting economic and social progress, and promote the comprehensive developmentof the people, promote the building of socialist culture plays an important role inbuilding a socialist cultural power has important theoretical and practical significance.,Summed up the theory of cultural literacy of citizens at home and abroad on the basis ofa systematic review of the relevant literature, a more systematic discussion of the statusat this stage of our citizens cultural qualities, causes and nurturing.This paper includes the introduction and the body.In the introduction, the paper mainly describes the purpose, significance, academicresearch status, basic framework, main ideas, methods and innovative points, etc.The body consists of three parts.The first part is the civic cultural literacy concepts. The part elaborated on theconcepts and course of development of the cultural literacy of our citizens, andillustrates the connotation and extension of the cultural literacy of our citizens, as wellas the interpretation of the concept of civic scientific literacy, civic humanities, moralliteracy.The first part is the analysis of the status of cultural literacy of our citizens. Thepart of the specific comparison and objective analysis of public scientific literacy survey,humanistic quality survey of our citizens, our citizens Morality, specifically addressedthe status of the cultural literacy of our citizens.The first part is the enhance the principle of cultural literacy of our citizens andpractical significance. This section describes our civic culture to enhance the fiveprinciples of cultural accomplishment of our citizens as well as enhance the practicalsignificance of China’s economic, cultural and other negative.The first part is our citizen the cultural attainment status quo reason analysis. Thepart of the proposed low cultural quality of citizens through an integrated analysis ofthree aspects of the civic cultural quality scientific literacy, cultural literacy, moral literacy.The first part is promote civic humanities Countermeasures. This part is the focusof this article, on the basis of the analysis of the reasons, the proposed suggestions toimprove the cultural quality of our citizens from the government, society, education,social organizations, systems, laws and regulations, and other aspects in detail.
