Abstract


China's current local financial system was identified in 1994 , the central and local tax distribution run under the framework of the financial system the initial reform the local financial system there is no specific norms , resulting in between all levels of government in the current provincial tax-sharing system reform goal is still far from not achieved, the local financial occur more frequently , especially after the 2002 rural tax and fee reform and income tax sharing reform later , the proportion of local fiscal revenue is declining , while the same period in local fiscal expenditure continued to increase , in the lack of a standardized system of transfer payments under the coordination of the local finance , especially county and township the grassroots fiscal powers and Finance serious imbalance, which largely restricts the play of the functions of the local government and local economic development . Therefore, the study of the reform of the local financial system has important theoretical and practical significance . In this paper, based on the theory of public goods , public choice theory , fiscal decentralization theory to define the contents of the local financial system , and our current problems and causes of the local financial system , by drawing on the United States , Germany and Japan , local the successful experience of the financial reform , and combined with the practice of the local financial system reform in China , the suggestions put forward to improve the local financial system in China : a clear division of powers between the local government expenditure responsibilities ; dynamic adjustment of local government revenue sharing mechanism ; improve the local fiscal transfer payment system ; to optimize local financial level ; reform and improve our local financial system support measures .
