Along with the market economy system continuously developed and improved, the traditional government administrative mode of China can not adapt to the need of government management and social management. As a result, the government reform of administrative system is carrying on in each government department. Use the western developed countries’government management experience for reference, the government reengineering movement which is with government performance evaluation at the core greatly promotes the western government’s operating efficiency and citizen satisfaction, and government performance evaluation is also gradually introduced and becomes one of the effective means for our country’s government reform. Administration for Industry&Commerce department of China undertakes one of the four government functions which is market supervision, the other three are economic adjustment, social administration and public service. Through the registration management, brand management, anti-monopoly and anti-unfair competition and other specific law enforcement administrative work, the Administration for Industry&Commerce plays an irreplaceable role in maintenance of the order of socialist market economy. Particularly, in the background of highly developed market economy and economic globalization, the importance of Administration for Industry&Commerce is more obvious, and at the same time, it also puts forward higher requirements for the department management reform itself. Therefore, this paper chooses Z city Administration for Industry&Commerce as an object of study on government performance evaluation system, and aims to design a system which is more scientific and suits for Administration for Industry&Commerce of our country.In this paper, there are both theoretical study and case study. In the section of theoretical study, this paper establishes a theoretic framework of performance evaluation of Administration for Industry&Commerce. It includes performance evaluation theory, government management theory and industrial and commercial administrative management theory, which guides the practice from the perspective of management tool, value orientation and specific designation respectively. After analyzing the status and feature of Administration for Industry&Commerce of our country, this paper confirms the mission of it, which is serving for development of socialist market economy, and the function of it, which is service-oriented and bearing legal functions of market supervision and law enforcement administration. Subsequent to the theoretical study, this paper takes Z city Administration for Industry&Commerce as an example for case study on government performance evaluation system construction. In this section, this paper firstly takes an overview of existing performance evaluation institution of the case unit, including describing objectively, analyzing the problems and reasons, and then designs the new performance evaluation system according to the design requirements. The complete redesigned performance evaluation system includes value orientation, target, subject, object, indicator system, means, application of results and other elements. Among these, the design of evaluation indicator system is based on balanced scorecard. The complete set of the balanced scorecard contains3levels, which are city administration level, department&sub-administration level and civil servants level, and4perspectives, which are public&market service, duties fulfillment, inner management and learning&growth. The balanced scorecard for city administration formed from standard design process includes11specific strategic objectives and24KPI, and based on which realizes the decomposition to lower level and forms balanced scorecard for department and personal with market department and its staff member S4as an instance. At last, this paper discusses how to adjust the balanced scorecard as dynamic changing of internal and external environment, meanwhile, points out four conditions for new system successfully operating, which are organizational condition, personnel condition, institutional condition and IT condition.The redesigned performance evaluation system in this paper has greater advantages compared with the existing one. It can improve the level of organizational performance more effectively and help to offer better public products and services which meet public and market satisfaction. It’s also a guiding role for future performance evaluation system reform of Z city administration, as well as other Administration for Industry&Commerce, especially for those in the same level of managerial class.
