Abstract


Currently, the increasingly thick atmosphere of the whole society to care and supportfor scientific and technological innovation, the impact of future technologicaldevelopment effectiveness and quality has become a key factor in the premise of sustainedand rapid growth of the total investment in science and technology, configuration andutilization of technology resources. Chinese economy has experienced from a planned toa market transformation has also undergone changes in the configuration of thetechnological resources, configured to combined configuration by a single government.However, during the transition period, many scientific and technological resourceallocation still tend to be supplemented by a government-led market model, play animportant role in the rational allocation of government on scientific and technologicalresources from national goals, according to science and technology is the primaryproductive force requirements, technology economic development-orienteddecision-making. This idea started, some problems exist at this stage of scientific andtechnological resources configuration, and thus launched the government should function,so that achieve optimal results.This article is in China’s transition from a planned economy to market economyconditions such technology resource allocation mechanism corresponding changebackground in manned space engineering study, drawing on the research results at homeand abroad, the analysis of the government-led technology resource allocation mechanismthe constituent elements, as well as for national goals role. In this paper, thecombination of theoretical and empirical research, follow the first theoretical study, afterthe application of research ideas, put forward the basic theory and framework of thegovernment-led technology resource allocation mechanism. Theoretical research, combingand comment on technology allocation of resources and technology resource allocation mechanism theory on the basis of a detailed analysis of the constituent elements of thetheory of the government-led technology resource allocation mechanism. Applied research,based on analysis of the manned space project status quo-oriented project resourceallocation problem. The combination of theory and application, and puts forward theimplementation to achieve the configuration of the resource market; governance functions,to promote scientific and technological resources market-oriented optimization of agovernment-led resource allocation strategies.
