As the situation changes and the transformation of government functions, our institutions ofthe original performance appraisal system is obviously not adapt to the current economic andpolitical system reform and development. As a member of the Tangshan City institution, humanresource market is facing the same problem in daily management, it does not introduce thescientific performance appraisal system, still use a year-end employee to write the annual worksummary, report, democratic evaluation, unit evaluation, determined leadership collective oftraditional worker year evaluation method. This led directly to the present " work more little anappearance, dry with do not do a kind " situation, contused on certain level the worker’senthusiasm, initiative and creativity.This article mainly through elaborate Tangshan City, now performed by the humanresources market appraisal methods, evaluation index, evaluation, rating, evaluation criteria,evaluation effect, there are many drawbacks in the draw now perform appraisal system. To solvethe above drawbacks, the use of interviews, questionnaire method for in-depth analysis of thecurrent appraisal system in the human resources market in Tangshan City, drawn to the lack ofsystem and staff reflect the strong.In response to these issues, combined with human resources management theory, put forwarda solution to the problem, and establish a performance evaluation system, evaluation methods toassess employees’ task completion, job duties to fulfill degree and staff development, andtheresults of the assessment feedback to employees. The purpose of this study: to build, optimizeperformance appraisal system for human resources market in Tangshan City, to provide someexperience and be able to crack this problem of performance evaluation of institutions.
