Abstract

Social security is the stability conditions of a community under the constraints of certain laws and regulations. The so-called "social security problem" refers to a social phenomenon and behavior, that people are in violation of the provisions of the relevant national and public security administrative regulations, and harm the social management and citizens’ personal rights or democratic rights and shall be subject to criminal penalties or administrative penalties. In China, the rural population accounts for more than70%of the country’s total population, the overall stability of the social security in rural areas to some extent, determines the overall stability of the entire social security. Stability in rural areas not only fundamentally changes the social wealth of the farmers for a long time and is further, a more solid foundation for the maintenance of the stability of the whole state. Therefore, under the new situation in the establishment of a socialist market economic system, maintaining the stability of the social security in rural areas to promote the development of agriculture and rural plays great significance. In this work, we take Xintai City, Shandong Province as an example, study different factors affecting rural social security by profiling prominent social security problem in rural areas, and propose countermeasures for prevention of rural social security problem, in order to provide suggestions for the socialist new rural development and rural economic development.The paper first analyzes the meaning and purpose of the study of the social security problem in rural areas, and surveys the research status of the current domestic and international rural social security. In the course of the study, we adopt the flow of "survey the new literatures→research→collating data→analysis of argumentation→qualitative analysis→writing papers," to perform the qualitative analysis and practice. Supplement research is done in the process of writing papers at any time. For the theoretical, technical and practical problems present in the study, we consider the sociology, political science, law and other disciplines, and take a variety of means to carry out the system, and perform a comprehensive theoretical analysis, and actual research. Further we take Xintai City, Shandong Province, as an example, to study the rural social law and security situation factor analysis. Based on the existing research we proceed further analysis, including from the political level, the social level and the economic aspects of rural social security problem in depth profiling. Finally, aiming at different reasons that cause the rural social security problems, we propose some solutions from the viewpoints of the grass-roots democracy and grassroots political power, and also propose to increase farmers’ income, and establish the immediate crisis management system in rural areas for public security. The solutions to the problem present a new way of thinking, and from macro rural society point, it gives systematically operable management countermeasures.
