Abstract


"Guidelines for the Medium and Long-Term National Science and Technology Development Program (2006-2020)" was promulgated by the State Council in December,2000. To consider enhancing independent innovation ability as the main line, and puts forward to the struggling target of constructing innovative countries, and has made the comprehensive planning and deployment to our country in the future15years of the development of science and technology. Patent information is the biggest technology information system, containing90%to95%science and technology information of the word. Patents and scientific and technological innovation are inseparable Patent reflects the practical scientific research achievements and commercial skills, it is a very important technical information and it is closely related with technological innovation and economic development. It is a important indicators of measuring technology innovation ability of a country or a region. Patent has an important impact on the development of science and technology innovation activities In today’s world.In this paper, under the guidance of the existing patent evaluation index system, on the basic of the principles of scientific, objective, practical and operability, combining the "quantity" and "rate", build up the city science and technology innovation ability evaluation index system under the perspective of patent including4first-level indicators, and15secondary indicators, patent application, patent licensing, patent value, patent output performance,combining with factor analysis and cluster analysis method to construct the evaluation model, to make a comprehensive analysis and evaluation on the science and technology innovation ability of the deputy provincial cities in China including Qingdao in the perspective of patent, it can be discerned that although the Qingdao scientific and technological innovation capability and innovation contribution relative lack of competitiveness, but it has a big potential and innovation ability. To predict the trend of the development of science and technology innovation of Qingdao and put forward the proposal on patent protection and warning on the basis of the analysis. Through this research, hope to promote construction of innovative city in Qingdao, in search of best practices for Qingdao science and technology innovation promoting economic growth and transformation and adjustment on industrial structure, providing data support and reference for relevant departments in formulating scientific planning, science and technology policy.
