With China's rapid economic development , the level of urbanization continuously improve large urban population density also increases , followed by traffic congestion problems become more serious , the city original transport system and traffic levels are increasingly unable to meet urban development needs. Therefore , have the speed is fast , large volume, less pollution , high efficiency of rail transit project is an important project to the city to ease traffic problems, and build a comprehensive transportation system . This article is starting from the externality theory as well as the characteristics of urban rail transit , the analysis of external effects of rail transit project in the urban development process , huge external rail transit project on urban development , including reducing public transport vehicles purchased to reduce road construction costs ; reduce traffic congestion , improve the urban environment ; promote regional economic development ; raise real estate prices along ; optimize the layout of urban space , guided aspects of urban development , and that these externalities are interrelated, affect each other , complement each other . This paper attempts to establish a rational , comprehensive evaluation system , the the huge external quantitative evaluation of urban rail transit operating process , to provide reasonable advice for the planning, construction of rail transit project . Selected aspects of the external role of the urban rail transit , quantifiable evaluation , to build external evaluation of urban rail transit system . Finally, the Beijing Metro Line 4 , for example , the use of the evaluation system of the building , an empirical analysis of the role of externalities operational within six months of the Line 4 . From the results of the empirical analysis , we can conclude that , rail transportation as an important infrastructure projects in major cities , with huge quantifiable externalities , among which promote growth in land prices along the external performance of the most significant .
