Abstract


Strategic Management as nearly 20 years of a booming scientific management of the enterprise 's survival and development. Tianjin Municipal Highway Administration has all kinds of qualified technical advisory services agencies in 24 , which Juzhu Unit 5 , Juzhu unit consists of technical consulting services 19 . Finally , this paper proposes the establishment and development strategies to adapt the organizational structure ; importance of human resources in construction ; capital as the link for the reorganization of assets , the establishment of modern enterprise system ; build the core competitiveness , to build a comprehensive market four safeguards to ensure that the development strategic objectives.
