Abstract


Recent years have witnessed a growing number of single mothers, and theirgreat endeavor in fighting for equality, freedom and happiness. As a marginalgroup, single mothers receive community-wide concerns. Without spouses todepend on, single mothers shoulder the full responsibilities for attendingdomestic housework, children-rearing as well as bread-winning. Besides,employment discrimination, shortage of child support, incompetent workingskills and a negative public image combine to aggravate their hazardous reality.Single mothers, including desetred and nonmarital mothers, are mostly living onthe verge of poverty.The issue of single mothers is, in essence, an issue of citizenship, involvingsuch questions as whether they deserve to be supported and how much shouldb’e done for their well-being. The U.S. Governments policies on welfare aredetermined by partisan or bi’partisan politics and citizens demands against thebackdrop of national economic environment in the U.S. The two mostinfluential welfare programs for single mothers, Aid to Families with DependentChildren (AFDC) and Temporary Assistance to Needy Families (TANF), wered’esigned to address single mothers problems with clearly-defined objectives.AFDC aims at providing comprehensive support for their well-being, whileTANF aims at making single mothers work their way out of poverty. Bothprograms have their advantages and disadvantages. This thesis makes acomparison between the two programs from three angles: how they aredesigned, how they are conducted and what is the performance. The analyticalcomparison leads to revelations of the issue of single mothers, and is followedby some suggestions to address their problems. Both single mothers and otherinstitutions need to take measures to respond to the unsatisfactory reality.
