Abstract

The use of regional public administration as a means of negotiation and mediation and methods within the region as well as regional and vertical transverse portion overlapping relationship between levels of management to meet the wave of globalization and regional integration, the need to break through the traditional administrative divisions the rigid constraints, the sound development of regional economic integration and provide an institutional guarantee. This paper aims to promote the Guangxi Beibu Bay region public management innovation as a useful theoretical discussion. First of Guangxi Beibu Gulf Economic Zone necessity of implementation of the regional public administration for analysis: Guangxi Beibu Gulf Economic Zone was established and developed the idea of ??opening up both construction China - ASEAN Free Trade Area of ??the inevitable requirement of building a new growth pole needs. Currently, Guangxi Beibu Gulf Economic Zone integration of the preliminary work has been started to strengthen the integration of the infrastructure, both north and south have integrated anti-Qin history, which for the implementation of the regional public administration has laid a foundation and conditions. Guangxi Beibu Gulf Economic Zone is to emphasize the integration of the profound meaning of the original factors of production across regional boundaries of administrative divisions, free movement within the region, to seek the best combination of factors of production, improve labor productivity. Guangxi Beibu Gulf Economic Zone in the implementation of regional public administration can be integrated North Chin anti limited resources between local governments in improving the ability of an individual, while the local government for the creation of regional governments to create a good competitive environment, to create regional overall competitiveness. Finally, drawing on the domestic implementation of the regional development of the successful experience of Guangxi Beibu Gulf Economic Zone for the implementation of the regional public administration obstacles put forward corresponding countermeasures suggestions: emancipate the mind, the concept of building a harmonious cultural area; coordination of local government interest, straightening out relations form reasonable pattern of interests; improve implementation of regional public administration supporting policies; Local Government transformation concept of governance, establishing regional public administration management model; achieve scientific development, and strive to lead the low-carbon era; sound regional public administration institutions, strengthen the construction of its functions; foster civil society, the formation of the government and civil society interaction.
