Abstract


Hubei is one of the major agricultural province in China, a \Since the reform and opening up, Hubei agriculture has made remarkable achievements: grain harvest for six consecutive years, the annual increase of 16.4 billion kilograms. The growth of farmers' income exceeded 5,000 yuan per capita net income of farmers. However, since 2001, the provincial government has been found to the problem of slow growth in the province of farmers, and in the following eight years, will be important topics included in the work of the government to solve the problem. The urban-rural income gap is widening, and life in rural areas and the development of agricultural production, particularly adverse impact on the rural economy and social stability, a major obstacle to achieving the target of building a moderately prosperous society. Caused by the urban-rural income gap is too large the reasons are complex, the papers selected from the rural public goods supply mechanism angle analysis to promote growth in the income of the farmers in Hubei Province to narrow the income gap between urban and rural residents, the proposed adjustment of the current supply of public goods in rural areas requires not only supply mechanism and the need to reform, that promote farmers' incomes to improve in the short term viable, long-term sustainable policy recommendations. The full text of the main content and basic conclusions are as follows: 1. Summarized the research at home and abroad about the urban-rural income gap theory, the concept of the income gap between urban and rural residents, rural public goods, rural public goods supply mechanism defined. Hubei Province urban-rural income gap descriptive statistical analysis focuses on the history and current status of the supply of public goods in Hubei Province since the reform and opening up, the following conclusions: Hubei rural income ratio changes in trend with the national movements in agreement in general, a growing trend; Hubei Province, the supply of public goods generally inadequate and inefficient. Hubei rural public goods and farmers' income in the access to large amounts of data on the basis of the correlation analysis. To build an effective system of rural public goods supply, the increase in the government expenditure on agriculture, improving farmers' production and living conditions, and thus indirectly reduce farmers' burdens, promote Hubei farmers' income growth. Finally, the first text on the basis of the analysis and demonstration, draw conclusions and policy recommendations in order to narrow the income gap between urban and rural residents put forward to promote the growth of farmers' income in Hubei Province: (1) to improve conditions for agricultural production and growth by promoting the production promotional Paul; ( 2) to increase investment in human capital in rural areas, and increase their employability insurance income; (3) promote institutional change, hinder reduce farmers 'income; (4) to improve the social security situation in rural areas, reduce the potential of urban and rural residents' income gap.
