Abstract


China's economic reform and opening up three decades of the total amount of industrial structure, regional distribution , operating environment and other aspects of social fundamentals have experienced tremendous growth and change, including special economic zones ( Zone of the pilot area ) and local development zones the rapid development of the regional economy and the presence of radiation and leading role because of its typical and representative of many problems and have more prominent research value. Almost two decades in various cities regarded as the region's economic development zone of the propeller, or even once a \In order to further promote regional economic development, in the early 1990s , Hohhot municipal government made ??the decision to set up development zones . Experienced seventeen years of development and construction , the development zone has been the main driver of economic growth in Hohhot, one of the sources for the capital 's economic development has made tremendous contributions. But in economic globalization, the international industrial chain migration and regional background of the changing comparative costs , our country is entering accelerate industrial upgrading and eliminate backward production capacity of an important period . Hohhot Zone old management system and development model can not meet the development requirements of the new economic situation , how to continue to use the zone to maintain its rapid growth characteristics and play a leading role , has become the focus of the government and related departments concern. This paper compares the domestic and international research and development zone management system and mode of development, ( through literature , data analysis and investigation ) , found Hohhot Zone in the development process of the existence of the legal system , management system , policies and personnel system , the market environment , financing environment and other issues , and propose measures to address these problems .
