Abstract


In the world of economic globalization and regional integration in the context of the deepening trend , China's market economic system is constantly improving , regional development is also showing a booming trend . At the same time , regional development imbalances , widening regional disparities issues are also increasingly apparent, especially in the twenty-first century, this phenomenon is particularly prominent, has aroused widespread concern . 2003 Third Plenary Session of the Sixteenth CPC explicitly asked for \coordinated development \From the point of view of China's national conditions , local governments as a sequence of state power is an important part , is the spokesman for the central government at the local , have the responsibility to obey unconditionally the central government 's policy directives. With the deepening of reform while the government and intergovernmental relations have changed , local governments gained more power and become relatively independent stakeholders , has its own interest demands . Local governments hold public power , on the one hand to obey the central government , on the other hand , driven by their own interests , it is entirely possible to also have the ability to make use of public power for private gain . Therefore, under the constraints of the dual identity , behavior of local governments showing diversity and complexity of the characteristics of an impact on regional development is one important factor . This paper analyzes the local government double identity , based on , focused on the local government macro-control behavior , micro-regulation behavior and Regional Development of the dual effect analysis of the current China's regional development in local government behavior problems and causes , and to regulate local government action to promote regional development feasible suggestions and countermeasures.
