Abstract


According to the \Very important work , which the government is to focus on the construction of basic public services , basic public services at the regional level , the urban and rural level , as well as individual citizens equal level . The public service is one of the four government functions , and how to better delivery of public services , especially in basic social protection levels and how to achieve equalization , to fully protect the fundamental rights of every citizen , it is the government needs to consider and explore . This article is the equalization of basic public services into the main body of the study , one of the basic social security for the empirical study of the object , based on the the Beijing development process in the urban-rural dual mode , explore how to achieve equalization of urban and rural areas under . Listed abroad in to achieve equalization advanced experience , as well as domestic experience in leading cities of equalization , then through the evaluation of the evaluation indicators than Beijing in the process of equalization to achieve and advanced areas differences , in -depth analysis of the causes of a problem , combined with the actual situation in Beijing , the targeted policy recommendations . The paper finally discuss the perspective of a return to the level of basic public services , and propose the appropriate corresponding view of the equalization of basic public services and general recommendations .
