Abstract


Democracy is the trend of historical development, and also an important symbol of national modernization, human has never stopped the quest for democracy. Report of the Seventeenth Party Congress pointed out: "People’s democracy is the life of socialism. Developing socialist democratic politics is the unswerving goal of our party." Meanwhile, in the seventeenth Party Congress report livelihood issues for the first time in a separate section for a full explanation, the party’s congress was called the "Feast of the people’s livelihood" by the people and the international community. As an important achievement of human civilization, democracy is closely related to people’s livelihood problems. How to address the livelihood issues better by the democratic way, how to promote the construction of urban democracy surrounding livelihood issues, domestic and international issues involved in this study is less, mostly focuses on discussing respectively democratic or people’s livelihood problem, or pure theoretically about both of the interactive relationship. Hangzhou firmly implement the CPC spirit, implement "promoting democracy and people’s livelihood" strategy, walk in front in the whole country, the paper will make Hangzhou’s practice as an case study.Around people’s livelihood to promote democracy construction is an important entry point of the construction of socialist democratic politics, and an optimal combination of points in the construction of socialist democratic politics and social construction. Hangzhou has obtained great achievements around the people’s livelihood to promote democracy in practice, and has been recognized and welcomed by the people, which for other cities to improve livelihood through democratic means, to some extent provided a valuable experience and useful revelation, but also further accelerate the process of democracy building, to improve the quality of democracy-building, make the democracy-building and livelihood development interacted positively, to promote political reform and the building of socialist democratic politics, it has important theoretical significance.This paper mainly adopts literature study, empirical research and case analysis. Based on discussion of democracy and people’s livelihood’s meaning respectively, then make system analysis between democracy and people’s livelihood’s relationship. The article make Hangzhou’s concrete practice for example, from the decision-making to implementation and then to assess the monitoring, analyze the working mechanism of Hangzhou’s practice, summarize the effectiveness and experience of Hangzhou’s practice, and think of the existing problems and shortcomings, put forward my own proposals, make the theory and practice combined, hope to provide a reference to promote city’s construction of democracy smoothly and rich socialist democratic politics theoretical .
