Abstract


Under the background of the current global climate change and fossil energy consume, the development of Low carbon Economy has become the consensus of the social from all walks of life. Transforming the mode of economic development, and speeding up the development of Low carbon Economy has gradually become the mainstream options of the sustainable development at present all over the world. With the acceleration of urbanization in our country, as the most basic module of the low carbon city development——the low carbon community construction is increasingly become the focus of attention. Public participation in low carbon community construction is not only a reflection of their rights, and a necessary link to speed up the course of the low carbon community.From the level of government guidance ,the deep analysis is about the public participation in low carbon community construction and the relationship between the government, the significance of the government to promote public participation in low carbon community construction, then not only can let the public more widely participate in low carbon community construction but can make the public widely participate in energy conservation and emission reduction, finally constructing the harmonious society.From the reality of our country to see,our country government has made some development in promoting public participation in low carbon community construction,and the public also gradually participate in some practice activities. But cultivation and level of support from the government to participation is not enough. The effective way that public participation in low carbon community construction from the government is deficient, The value degree of government on the environmental Non-Governmental Organization is still insufficient.The specific reasons are as follow: The capability of public participation in the leading of government is weakening, the mobilization of public participation enthusiasm is difficult,the development of environmental Non-Governmental Organization is delayed,based on the foreign successful experience, our country should also strengthen the construction in the following several aspects:The government cultivating and enhancing public low carbon consciousness,ensuring the quickening of the process of low carbon community construction and implementing the scientific concept of development, promoting the implementation of sustainable development.The government constructing and perfecting the relevant legal system,protecting the public to participate in the environmental protection maneuverability and effectiveness.The government setting up and perfecting the mechanism of public participation,effectively improving public participation enthusiasm.Government formulating and perfecting the incentive mechanism of public participation, ensuring the public broadly involved in low carbon community construction.The government should promote and attach great importance to the environmental Non-Governmental Organization and prompting its health development.
